Such delay costs drivers thousands of hours of lost time, costs businesses millions of dollars in productivity and escalates construction costs.  Delayed highway safety improvements literally cost lives in crashes that could have been avoided.  It is time to refocus on improving mobility in the most expeditious way possible using approaches that protect the natural and human environment.
