Why Aren't We There Yet?

Daily wear and tear on highways and bridges requires a never-ending round of rehabilitation, resurfacing and upkeep. 

Buses and subway cars age and need to be replaced; the rails they ride on require daily inspection and repair.

Cities that have “popped up” since the original Interstate System was built 50 years ago need better freeway access; and more people walking and biking mean that trails and special lanes are needed as well.
